財務行政經理

無國界醫生是一個獨立的國際醫療人道救援組織,致力為受武裝衝突、傳染病和天災影響,以及遭排拒於醫療體系以外的人群提供緊急醫療援助。無國界醫生只會基於人們的需要提供援助,不受種族、宗教、性別或政治因素左右。無國界醫生台北辦公室目前徵1位對無國界醫生的宗旨及國際人道事務有興趣的財務行政經理加入我們的團隊。

財務行政經理

財務行政經理直屬於基金會執行長,為無國界醫生台北辦公室管理團隊之一。此職位負責參與制定組織決策,以及擔任參與MSF區域辦公室及董事會預算核准、成本及收入預測、財務治理以及其他相關領域之關鍵人員。此職位亦需要在執行長休假或是不克出席時暫代執行長職務。

主要工作內容: 

  • 財務管理的策略性思考及決策
  • 主導基金會的財務策略
  • 督導部門管理及部門員工發展
  • 與員工及其他部門討論制定工作流程
  • 依據台灣的會計準則、台灣MSF的財務政策以及MSF全球的會計準則,管控台灣MSF所有財務、會計及採購流程
  • 根據財務政策建置台灣及國際一般會計準則
  • 針對基金會的財務資產及營運進行監督及內控
  • 負責監督無國界醫生台灣捐款的有效運用及透明度
  • 確保台灣MSF的營運符合政府法規、專業準則、國際準則以及認可的營運慣例
  • 通過營運整體規劃及基金會政策之建置來執行風險控管流程
  • 監督基金會整體系統及資訊
  • 監督行政作業以確保台北辦公室的行政運作

資格:

  • 會計或財務相關學士學位,至少10年以上在大型跨國公司豐富的財務及會計工作經驗及職責;須有雄厚的會計背景
  • 至少5年財務風險管理、規劃建置財務管控之政策及流程的相關經驗
  • 問題解決導向,在履行其職務時能同時瞭解基金會的需求;必須備有卓越的人際關係、領導能力及溝通技巧。
  • 在同時處理多項業務時展現分析及系統性思考的能力。藉由有效組織、收集及分析各項資訊及時預見和解決問題。
  • 對台灣非營利機構的法令規章及風險管理準則有基本認知
  • 能與其他團隊成員合作及建立關係
  • 能領導、激勵並協助員工,確保他們瞭解基金會的運作目標並對此貢獻心力
  • 良好的書面及口頭溝通和談判技巧,以尋求和廣泛多元的同仁合作
  • 能夠有效地提供訊息並回應來自董事會、台灣MSF管理團隊和員工、外部稽核人員、主管機關以及非營利組織和一般大眾的詢問
  • 需要具有SAGE/SAP 或其他雲端ERP 系統的經驗。善於操作Microsoft Office 365
  • 對於無國界醫生的人道救援原則及對捐款人及員工的工作透明度贊同並致力達成
  • 良好的英文能力
  • 有四大會計事務所經驗者優先錄取

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. We offer assistance to people based on need and irrespective of race, religion, gender or political affiliation. We have the following vacancy and are looking for a talented individual with a strong desire to contribute to humanitarian work and commit to the aims and values of MSF to join our team in Taipei.

Finance and Administration Manager

This position reports to the Executive Director, the Finance and Administration manager is a member of MSF-TW management team, participating in developing organizational decisions and priority setting as well as being the key personnel in engaging the MSF Regional office and the Board of Directors on budget approvals, cost and revenue projections, financial governance and other areas as required. This manager also needs to be able to represent the Executive Director during his/her absence.

Major Responsibilities

  • Strategic thinking and decision-making for financial management
  • Providing leadership to the organization for financial strategy
  • Providing strong departmental management and leading staff development
  • Defining workstreams in collaboration with staff and other internal departments
  • Manage and control the full range of finance, accounting and procurement activities of MSF Taiwan in accordance with the accounting principles generally acceptable in Taiwan (TW), MSF TW Financial Policies and MSF International accounting standards.
  • Implementation of both TW and International GAAP based financial policies.
  • Oversight and internal control of the organization’s financial assets and operations
  • Promote transparency and uphold accountability for the efficiency use of financial resources provided by donors of MSF TW;
  • Ensure that MSF TW conducts its business processes in compliance with laws and regulations, professional standards, international standards, and accepted business practices.
  • Carry out the risk management process by thorough planning of business and implementing the policies within the organization.
  • Supervising the organization-wide systems and information.
  • Overseeing administrative operations to ensure the comprehensive support to the activities of the MSF Taiwan.

Requirements

  • Minimum 10 years of experiences & responsibilities in full scope of finance & accounting activities (TW GAAP & IFRS) in large MNCs. Strong accounting background is a must.
  • Knowledge & minimum 5 years of experiences in financial risks management, develop & implement financial policies & procedures of financial controls
  • Solutions-oriented individual who can understand the needs of the entire organization as s/he carries out his/her responsibilities. Must demonstrate superior interpersonal, leadership and diplomatic skills.
  • Demonstrated success in roles requiring analytic and systematic thinking while managing multiple priorities. Ability to anticipate and resolve problems in a timely manner by skillfully organizing, gathering and analyzing information.
  • Demonstrated knowledge of TW non-profit regulatory environment and risk management protocols.
  • Demonstrated ability to collaborate and build relationships with peers.
  • Demonstrated ability to provide leadership, motivation, and support to staff, securing their respective commitments to the organization’s goals.
  • Good written and verbal communication and negotiation skills with a broad and diverse set of partners.
  • Ability to effectively present information and respond to common inquiries from the Board, MSF-TW management and staff, external auditors, regulatory agencies, and the non-profit and general public communities.
  • Experience with SAGE/SAP or other cloud-based ERP system required. High level of proficiency with Microsoft Office 365 products.
  • Genuine interest in and commitment to the humanitarian principles of MSF-TW and its commitment to transparency to its donors and employees
  • Fluent in English and Chinese orally and in writing
  • Experience in the four major accounting firms are preferred
